Story

Conundrum Development was founded on the idea that meaningful real estate opportunities often begin with complexity. From challenging sites to evolving housing needs, we see opportunity where others see obstacles.

We focus on thoughtful development and advisory work across multifamily housing, redevelopment, and housing initiatives involving both public and private capital structures. Our work is guided by long-term thinking, disciplined execution, and strong partnerships.

Leadership

Andy Fink - Founder

Andy Fink is the Founder of Conundrum Development, bringing over 15 years of experience in real estate development, asset management, and affordable housing advisory.

He has worked across the full development lifecycle, including site selection, entitlements, financial structuring, construction oversight, and stabilized asset operations. His experience includes complex public-private capital structures involving Low-Income Housing Tax Credits (LIHTC), multifamily mortgage revenue bonds, and a range of local, state, and federal funding programs.

Throughout his career, Andy has held leadership roles within both nonprofit and for-profit development organizations, where he has led project strategy, structured capital, managed multidisciplinary teams, and overseen long-term portfolio performance across a range of housing types, including multifamily, senior housing, student housing, affordable housing, and supportive housing.

Through Conundrum Development, he advises and partners with owners, lenders, public agencies, and development teams to navigate complex real estate challenges, align stakeholder objectives, and advance projects from concept through stabilization.

Andy holds a Master of Science in Real Estate from the University of Florida and a Bachelor of Science in Business Administration from the University of Missouri. He is also an Eagle Scout.
